We need to distinguish what's required to input into our service from a CSV-W (e.g. what parts of dcat need including) vs what a user gets when downloading a CSV-W from our server.
I would expect the Take-Out CSV-Ws would include at least the full dcat:catalogEntry, context including what version this is vs other available versions, and all supporting external components/concept schemes.
