Inconsistency in header examples

We should standardise this and should use the header directly for the Welsh example like the others.

What happened?

Currently all the header examples just use the header macro directly but the Welsh one uses the header through the page template.

What was the expected outcome?

The header examples should be standardised.

The changes that need to be made have been reverted in this commit

• Go to the header page on the service manual
• Check the nunjucks for each example and see that the header one is set up differently
