fix notifications

What is this

currently the notifications to two things they should not do:

• (a) double post in the event of a failure
• (b) post a single emoji after the emoji+url.

this task is to fix that such that every response is a single pass or fail message to slack.

What to do

Investigate, figure it out.

Acceptance Criteria
