What

Added a new environmental variable check (by default it is set to false) if it is true it will disable the assertion for the webhook

How to review

create an environmental variable export DISABLE_NOTIFICATIONS=true and don't create the DS_SLACK_WEBHOOK run the dataset_ingress_v1
