Add a readme and a PR template, just getting things started.

Sanity check the readme please, make sure I'm being clear on purpose.

PR looks good to me. Readme is easy to understand, whilst descriptions/instructions are informative and kept to a minimum. Format is good i.e. instructions are separated accordingly with appropriate subheadings , bash commands are easy to identify.
