What

BaseHTTPClient and SlackNotifier (renamed to SlackMessenger) migrated from GSSCogs to ONSDigital. Tests all passing. READMEs added for using BaseHTTPClient and SlackMessenger.

How to review

Sanity check, make sure the examples in the READMEs work.
