Swap SDG_column_names col for SDMX_column_name in sdg_col_names_vals_df

Time estimate: if values to substitute are already prepared, then 25 mins. (They should be prepared if https://github.com/ONSdigital/sdg-SDMX-data-qualifier/issues/18 is complete)
