Footer is light, not dark? #3

Footer is 'dark' on real ONS website but light on ESS Template?

Looks like this is just because that's what's in the Design System! Completely different to the current website footer.

Sorry. This is a bit of a funny quirk of how it's implemented. If you set theme="dark" then it should look like the normal website footer.
