Rewrite documentation on Read the Docs #222

This replaces the current documentation with a new Read the Docs setup, with a re-written Introduction, new Getting Started page and updated C++ API documentation. This is currently available on https://op2-dsl.readthedocs.io/.

In the interests of time, the airfoil implementation example and the developer documentation have not yet been migrated and their PDFs linked in their respective sections.

Would this now warrant for a newer version?

A new version is a good idea - I'll tag it. It also gives us a base non-master version to point Spack at.
