Brings the new voluntary forms E1 to E6, along with some other changes. See individual commits for details.

Things are still missing or inconsistent, this is to give an early idea of the changes.

Errors from SDK Analyzer are for missing codes in codelists, missing labels, and missing diagnostic information in schematron rules. So acceptable for now.
