WG24/10/2024: Add Attribute epo:hasAdditionalInformation to epo:PlannedProcurementPart and epo:LotGroup classes as it is already implemented in class epo:ProcurementObject and add the tag skos:editorialNote : "Used by eforms BT-300".

As per eforms the Additional information is provided in the Lot and PlannedProcurementPart classes.

Since both epo:PlannedProcurementPart and epo:ProcurementObject are subclasses of epo:ProcurementElement, I propose to move the attribute epo:hasAdditionalInformation at the level of epo:ProcurementElement.
