Procedure Type authority table #321

Procedure type definition in the EU Vocabularies is 'This table provides a list of activities leading to the conclusion of public contracts used in public procurement according to the legislation.' List of activities is not correct. It refers to the procurement activities whereas the procedure type is a template process.

So a proposal would be List of lawful template processes that govern a public procurement.

The ontology definition of Procedure is: A legally defined set of administrative activities conducted to conclude one or more Contracts. Additional Information The Procedure is categorised in the law according to different rules determining whether the Procedure is Open, Restricted, Negotiated with or without publicity, etc. (see Procedure Type). WG Approval 20/08/2019

Since this definition is agreed since 2019. I propose to ask EU Vocabularies to change the definition of the ProcedureType code to: This table provides a list of procurement procedures defined by law that lead to the conclusion of public contracts.
