Commit 20629b3153bc ("feat(sptool): generate ARM_BL2_SP_LIST_DTS file from sp_layout.json") introduces a bug in TF-A v2.10 which prevents generating FIP based SP packages. This was fixed in v2.11, thus updating TF-A version in fvp-ts.xml along its dependencies.
