core: drivers: relicense hisi_trng.c as BSD-2-Clause #6873

The file core/drivers/hisi_trng.c should not have been committed with a GPL-2.0 license. Relicense it as BSD-2-Clause.

@LeiSen62 since you are contributing HiSilicon drivers for Huawei, would you be able to approve this license change and give an Acked-by: ...? If I can't find someone from Huawei/HiSilicon to approve this I will open a PR to remove the TRNG driver from OP-TEE. Thanks!
