Update CHANGELOG for 4.3.0 #6906

Update CHANGELOG for 4.3.0 and collect Tested-by tags.

The 4.3.0-rc1 tag will be created on Friday July 5th and the 4.1.0 release is expected on July 12th.

FYI, MBedTLS has just been upgraded to 3.6.0 (+ the usual OP-TEE specific adaptions) in PR https://github.com/OP-TEE/optee_os/pull/6891
