CI: Adding a RHEL8 sanity check deployment #20

Already part of all CN4G components CI framework.

Runs on the CN4G RHEL8 builder machine w/ a incomplete RAN solution (ie the UE does not maintain connection)

Still we are able to validate the whole authentification procedure and on the CUPS side, the SX association.

We cannot yet do traffic testing.
