Faster build #33

Reverted to GDAL2. The build is faster, though. Changes for GDAL 3.1.4 are in place, but the centos 7 docker build doesn't work.

This is making me question the utility of CnetOS-7. If the DAAC's are good with docker containers we might consider dropping CentOS-7 in favor if CentOS-Stream or Ubuntu...
