This merge will update netcdf-4.9.0 to include new APIs that support direct IO. All the existing applications should still work since only new APIs are added to the package.

I don't think that this repo supports the "test-deploy" paradigm that the OLFS and BES projects do

Why not? I don't understand your comments. This merge is required to support direct IO. I've tested at local environment. The existing BES tests all get passed. For OLFS, I don't understand why this merge matters.
