When trying to upload answers for an element whose values contain an ampersand, e.g. operator = Magdeburger Verkehrsbetriebe GmbH & Co. KG, the upload fails with an error message.

This is due to an parsing error while creating the XML in: https://github.com/OPENER-next/osm_api
Therefore the problem is OS-independent.
