Postgres update from 9.1 to 9.3 broke the bootstrap scripts #13

Hi Johannes(@openi-fokus), the version of postgres on apt moved from 9.1 to 9.3 (possbily because Philip migrated the version of Ubuntu from 12.04 to 14.04). This caused your patch commands to fail (as /etc/postgresql/9.1/main/postgresql.conf did not exist). Can you please: 1) Confirm that the update that I made is enough to get everything working again on the security framework? 2) make it so that a change in apt doesn't break it again in future? possibly set a version number on the apt-get install.

I think I should just deploy a static config instead of the patches. I did not do so until now because I felt the Vagrant file couldn't handle any more cludder, however after we got it split up I would propose a static / files folder for configs and such.
