Multiple issues around monitoring component

During the npm all step on a new build openi_rrd consistently fails to install.

Trying to trace this error back I can see that some of the necessary monitoring tools never get installed.

Have these steps been tested for a fresh build of the openi-dev-env?

The newest dev-env should work. I did a test install
