Some of the implementation of these features might conflict with Loom V3 designs, so you guys are welcome to hold off merging this if that is more convenient. In that case, @udellc, you could just checkout this branch for flashing course devices. Otherwise just review and test this to make sure it works for you the labs uses as well.

StartAPSaveConfig (combines the above two: starts in access point mode and supports saving changed WiFi settings)
