Always connect 3.3V and 5V control solder pad #7

Currently, to have the control power for the 3.3V rail and 5V rail, user would have to solder bridge pads. Since this is a normal feature, it should be activated out of the box.

Newer version of the PCB should have this to reduce solder time and chances that one might forget.
