feat: adding user management #31

Modified the permissions class to store data as {user: [permissions_names]} instead of {permission_name: [users]}.
Added an Auth0UserManager class to handle user management tasks with the Auth0 SDK.
Added react components for modifying permissions on a network
Added /api/access/users endpoints for handling user-related API queries

Before approval need to:

Have this looked at thoroughly by someone
Add thorough documentation/comments
Add ui checks to hide buttons users don't have access to (permission checking is already being done on the server.)

the production docker-compose needs updating before this is merged and note that this PR requires new secrets for the user-facing application and won't run without them.
