Adaptive rainfall transmit cycles #76

Hi Chimes / Loom team. The commercial tipping buckets they use in Sitka transmit their data over 4G to closest 0.01 in of water each hour unless heavy rainfall is detected (TBD, but a certain number of tips in a period of time) and then the reports over 4G happen to the nearest 0.01 every 15 min.

Eventually, to save power on these chimes, we may also look at making a dynamic transmit over 4G every hour unless the rain gets heavy. Wanted to put it here so it is on our radar of features. Secondary to the Dissolved Oxygen and things simply being stable.
