Troubleshoot the hanging WeatherChimes that has issue with 4G board #84

The WeatherChimes at covered bridge was found in a "hanging" with the 4G board not flashing blue. Chet mentioned that there were some similar issues that we're fixed with the Chimes sent to Alaska in November. Douglas also sent a ping regarding the SD card outputs from the hanging Chime
