Add build job to create required files for ResInsight

• create a build job on GitHub used to create the required source and binary files used for OpenVDS support in ResInsight
• get source code from OpenVDS, either as submodule or external_project
• compile the SEGYImportTool
• compile import library
• package files into zip and tar package
• compile for Windows and Ubuntu 20

Use https://github.com/CeetronSolutions to package the require libraries.

Issues to be fixed:

• [ ] consider improving copy of symbolic links
• [ ] modify runpath of SEGYImport tool
