Setting the package version #263

Hello;

as identified by @blattms here: https://github.com/OPM/opm-parser/issues/1109 opm-parser does not set the PACKAGE_VERSION variable. I would like to fix that - but it is not entirely clear to me what version string/number should be used?

to avoid duplicating this information, I suppose it's best to extract that from opm-parser's dune.module file.
