Switch testing to Ubuntu 20.04 #5

Ubuntu 16.04 is no longer supported. Automatic testing on GitHub has to be switched to Ubuntu 20.04. The tests will still be using PHP 7.1, since we still depend on Zend Framework 1. The switch has to be performed in the laminas branch as well.
