Merge build into the readme #387

The readme should contain the building instructions

I am incidentally currently working on moving the build process of the spec over to meson - mainly motivated by making everything less of a pain. And since we're providing docker containers now using a build tool other than make should not that much of a hassle for contributors.

Additionally, my working state also begins the integration of i18n via the transifex translations. I would thus propose the following:

Once I am at a point where the new build system builds without I18N, I will merge and update your changes into the description and push that for review.
