resolve this old note about impact factor imports #14

during import (around line 400 currently) elimination of reuse and reuse containers, sum of impact factors seems to change an inappropriate amount... should be 21257 but is 29956.

I can't understand this issue any more. It may have been taken care of by #39 anyway. So I am going to close it and resolve to do a random check of impact factors directly against gabi with Peter C sometime.
