Update Emission Factors after CK's commentary #30

Hi Martin - just a note to let you know that post-review factors are available in the project folder.

\deqhq1\swrshare!PROGRAMS-SOLID-WASTE-(PSW)\LCA\Projects\IMFO\Emission Factor Data

If you can take a look and upload them into the WIC-base that'd be great.

Hopefully these are "final" but they may change again depending on Chris's feedback.

PS - i couldn't figure out how to get a hyperlink to work for the folder above...

Acknowledged. Thanks for using the "issue" system!

I'm not sure a hyperlink will work from github (which works on a browser) to our local network. Both web browsers and Oregon DAS have security features meant to prevent bad people from exploiting such links (though they would be convenient).
