Align with other policy oriented drafts #3

I've read the spice profiles bcp draft and skimmed the policy oriented drafts and it is not clear to me what sorts of alignment are desired. I'm happy to attempt a PR that addresses this issue, but I'm not sure what you're looking for. Can you give me a few examples?

More interestingly, neither of the cited documents meaningfully define what policy is and what it is not (since we as human beings love this term), especially how it compares and contrasts to standards, regulations, and law. I am not sure of a good normative definition, does that matter?

To wit, many people in municipal and federal government have built info and data model solutions around law, is that different from policy? Is the bridge between engineers and standards/law/regulation makers different from policy makers? Are they the same and it still matters in a way. I am not sure the above I-Ds and this document clarify what, why, and how that matters (to me, who has dabbled in this space).

When I created this issue, my plan was to add some sections for folks who are approaching this document from a particular policy angle and provide citations for them to find supporting material.

As the AI control work picks up, I'm hopeful we will be able to add citations for that as well.
