Not local time but UTC time is shown for Validity period in face or people registration window #72

Test version: v1.0.3 released on 13th, Jan.

Following 3 window for registering face or people watchlist, UTC time is shown.

We checked that this is UTC time by the following operation. When Save is executed, this time is used in API without adjusting timezone, and then when the registered watchlist is displayed again, the time is adjusted.(As a result, displayed time when registering and after registering are different.)
