Create a mission statement for the project.

How is this issue actionable?

Include motivations for the project, intended target/audience, and end goal for the project.

As the project develops, may need to reevaluate the goals of the project. That will result in needing to change the mission statement. If the community involved becomes larger, there may be a need to change the language of the mission statement to better reflect the evolved goals of the community.
