Create Project Timeline #73

Please describe the issue. No timeline/deadlines exist yet, meaning that there are no pressures to complete tasks or motivations to begin the project. This leads to no work being done.

How is this issue actionable? Create a timeline where major goals are included, such as creating a project outline, creating a mission statement, creating the website, reaching out to create a community, etc. Include date ranges when goals should be worked towards, and not just completed by.

Additional context The site must be updated before each semester, so create a pre-semester timeline template as well.

As major changes occur due to rescoping or as enhancements/additions occur, timeline will need to be adjusted. Additionally, if more members than expect join and contribute, could potentially move up timeline to ensure all members are engaged and utilized.
