Create a Windows server with VEEAM backup and restore. Implement basic backups until an official backup scheme can be agreed upon.

Address Issue: Windows server needs to be created and VEEAM needs to be installed. Complete a basic full backup of all servers until a backup scheme is created.

Potential Rescoping: No rescoping necessary until we decide to upgrade VEEAM.
