Create a backup scheme for daily/weekly/monthly/yearly backups. On hold until backup server is created.

Address Issue: This issue will create the backup scheme that we will configure VEEAM to follow. Backups are critical to the functioning of this site and can allow the quick recovery from catastrophic failure.

Potential Rescoping: No rescoping necessary. We should be able to use VEEAM for free until our needs expand.
