A report showing areas grouped by maintenanceclass per quarter each year

It is unclear what the area in the fourth and fifth bullets mean. The yearly trend is also a bit unclear.

For the traffic signs it would be possible to group by event type (change, remove, add) but maybe event types come more clear with separate reports?

The report are something we've already done. These are separate reports. I'll split them to multiple issues. just ran out of time and made a note to self :). sorry about the confusion.
