First Chilled Water Calc, but will actually go in "General"

Will need to import weather data. I think to start, assume it will all fit the format found in one of the files here: https://rredc.nrel.gov/solar/old_data/nsrdb/1991-2005/tmy3/

BIG WANT: something where users enter location data and MEASUR auto finds, downloads, uploads the data file. Middle want: something where users enter location data and MEASUR opens a webpage with the appropriate file? (have a lookup file with state, city, data number and weblink?)
