CO2 emissions doesn't like 0 #6993

It will change it to NG's emission factor if value is 0 Known: Steam, Mixed Fuels & Steam, Other Fuels, Hydrogen

probably same dropdown in Process Heating, maybe TH

TH co2 logic is shared with the rest of the app, PH has it's own
