Add Implement dropdown list for projects with financing options #182

Users can currently only implement with financing options from project info screen:

We need to change the project choice card so users have a dropdown of financing options to implement with the same names as shown in the project financing option cards. We should be able to replace the implement check button with a dropdown without an additional button

Like the current implement button, the implement with financing dropdown should be disabled until the user views project info.

Renewable projects dropdown should show selected financing and be disabled.

Need to keep #157 in mind to do after this. Disabled logic is starting to get complex.
