Rarerly occuring -> negative cost savings values being generated? #285

Are there any cases where negative cost savings can happen? If so - cost savings should not be displayed or should be reworded and not used to adjust budget?

I had this occur using inflated godmode budget to implement Electric boiler. Not sure if this can happen under normal circumstances.

We're removing bullet point 3

In it's place: if utility carryover = 1 yr / period "You receive half your energy cost savings from energy efficiency projects implemented this year and all your cost savings from renewable projects" if utility caryyover = never "You receive your cost savings from renewable projects"

Changed wording in app slightly so its clear they only receive these IF they have the projects
