This could replace issue #22!!!

Projects like VPPAs/green power/ RECs

Instead of a static X% CO2 savings and $XX per project... could we have projects that change the unit cost of electricity (adding X cents per kWh to electricity cost) and reduce the emissions factors (emissions factor * (1 - 10%))
