New Emission Source Type = Custom

Emission Source: Fuel, Electricity, Fugitive, Mobile
For all but Fugitive
- 3 data fields: CO2 Emissions, CH4 Emissions, N2O Emissions
- Units kg CO2 /X, g CH4 /X, g N2O /X
- X =
  - Fuel: MMBTU
  - Electricity: MWh
  - Mobile: “unit”
- Fuel Use Units = X
For Fugitive
- One data field: GWP
- See Fugitive Emission issue for more details

I don't think CH4 & N2O are part of the calculations... CO2e = {energy use} x (CO2 + 25 x CH4/1000 + 295 x N2O/1000) NOTE: this does not seem to be a custom issue it is a CO2e issue. Shiva - you probably don't actually need to do anything...
