Change emission factors to a result that user's cannot edit
If Fuel == "Other Fuel" then it should be editable
Add "Other" to eGRID list If eGRID == "Other" then it should be editable
Emissions will now be 3 fields: Carbon Emissions (kg CO2/MWh) Methane Emissions (g CH4/MWh) Nitrious Oxide Emissions (g N2O/MWh)
