Negative Energy Meters #1176

We should allow negative values in meters - at least for electricity. You can sell energy back to the grid.

HOWEVER - we should not allow any negative values after grouping.
Maybe like with the model data, we set any negative values to zero and provide a clear warning?

ALTERNATE: The meter itself is negative (it is a meter describing sold energy) and you would enter it as a positive number but when it is grouped, it is negative. I was going to say do this as site to source, but then site energy would look weird.
