Update emissions factors to be CO2, ME, N2O #1364

Added ability to create custom fuels and broke up existing fuel compositions. Still missing the following compositions from the GHG Emissions Factors PDF:

Heating Oil, Biomass and Black Liquor are not in the PDF. Other values calculations don't match up with current emissions rates we have.

Butane (Gas) - the emissions factors / MMBTU will be the same as liquid Isobutane (Gas)- the emissions factors / MMBTU will be the same as liquid Distillate Fuel Oil (Liquid) - this is the average of 1, 2, 4: CO2: 74.1, CH4: 3.0, N2O: 0.6 Residual Fuel Oil (Liquid) - this is the average of 5 & 6: CO2: 74.0, CH4: 3.0, N2O: 0.6 Heating Oil (Liquid) - this is the same as distillate fuel oil Pentane (Liquid)- the emissions factors / MMBTU will be the same as liquid (maybe listed as "Pentanes Plus"\

Need to check with someone about these... Biomass (Solid) - delete Black Liquor (Solid) - 12 .04 mmbtu/short ton; 94.48 kg CO2 (biogenic), 1.9 g CH4, 0.42g N2O

Add Agricultural Byproducts (Solid) - 8.25 mmbtu/per short ton; 118.17 kg CO2 (biogenic), 32 g CH4, 4.2g N2O Wood/Wood Residuals (Solid) - 17.48 mmbtu/per short ton; 93.8 kg CO2 (biogenic), 7.2 g CH4, 3.6g N2O

If not there, add: Landfill Gas (Gas), 0.000485 mmbtu/scf; 52.07 kg CO2 (biogenic), 3.2 g CH4, 0.63g N2O Biodiesel 100% (Liquid), 0.128 mmbtu/gal; 73.84 kg CO2 (biogenic), 1.1 g CH4, 0.11g N2O Ethanol 100% (Liquid), 0.084 mmbtu/gal; 68.44 kg CO2 (biogenic), 1.1 g CH4, 0.11g N2O
