Enhancements to custom emissions factors DB is wanted. Closer match to custom fuels.

Modify existing region
should be "tonne CO2e"

Custom Electricity - 1 - U.S. Zip code or International

IF US

Name region - some how force them to base it on eGrid Region (maybe say you will paste the eGrid region name?)
Fills Location based. User cannot change this
Users enter Residual
When in facility settings page, the dropdown shows the eGrid entries for their zip code and any customs based on that eGrid region. This would keep them from seeing 17 custom regions

For international - same form, only see in dropdown in country != USA

Going to pull this out of the VERIFI v0.11.3-beta release. Further custom db entry changes are being discussed, going to wait till we work out completely what is wanted.
