Add AR5 capabilities and ability to switch #1597

In company (?) setup, specify if AR4 or AR5. Maybe in reports/analyses Need help text (@Paulomi or @pricecr ) Should they be able to switch easily?

For Fuels: Multipliers for methane (CH4) and nitrous oxide (N2O) goes from static x25 and x298 to a variables

For Electricity: Right now - I have amended the files to have two columns, one for AR4 and one for AR5. For custom regions - how do we want to handle this? would it be better to have 4 columns (location CO2, residual CO2, location CH4, location N2O) and calculate the CO2e ? might be cleaner and more transparent...

Natural Gas Alert

It is important to note that for we have a hard coded emissions output rate for Natural Gas and that will be important to take into consideration when working on this issue.
